The passport is an essential document that allows citizens to travel internationally. However, not all passports are equal. Some offer more travel freedom than others, allowing their holders to access more destinations without the need for a prior visa. This travel freedom is measured through various indices, with the Henley Passport Index being one of the most recognized worldwide.
According to the Henley Passport Index, the most powerful passport in the world in 2023 is Singapore’s. Citizens of Singapore can visit 193 out of 227 destinations worldwide without needing a visa. This achievement is the result of continuous improvement in Singapore’s travel freedom over the past decade, during which the country gained visa-free access to 25 new countries.
In second place, we find Germany, Italy, and Spain, whose citizens can access 190 destinations without a visa. In the third position, Japan, Austria, Finland, France, Luxembourg, South Korea, and Sweden share the spot with visa-free access to 189 destinations.
It is noteworthy that for five consecutive years, Japan held the top position in the Henley Passport Index. However, in 2023, Japan was displaced to the third position. Despite this decline, Japan remains one of the countries with the highest travel freedom globally.
On the other hand, some countries have experienced significant improvements in their ranking in recent years. For example, the United Arab Emirates gained visa-free access to 107 additional destinations, moving from 56th place to 12th in the ranking.
In contrast, some countries have seen a decline in their ranking. A notable example is the United States, which has dropped to the eighth position in 2023, continuing a decade-long trend.
At the bottom of the ranking, we find Afghanistan, whose passport holders can only visit 27 destinations without a visa. They are followed by Iraq, with a score of 29, and Syria, with 30, completing the three weakest passports in the world.
It is important to note that passport rankings can change over time due to geopolitical shifts and visa policies of different countries. However, overall, travel freedom has increased over the last decade. The average number of countries travelers can access without a visa has almost doubled, going from 58 in 2006 to 109 in 2023.

What is the Henley Passport Index?
The Henley Passport Index is a global ranking of countries based on the travel freedom allowed by the ordinary passports of those countries for their citizens. It started in 2006 as the Henley & Partners Visa Restrictions Index and was changed and renamed in January 2018. The index annually ranks 199 passports worldwide based on the number of countries their holders can travel to without requiring a visa. The number of countries a specific passport can access becomes its visa-free “score.” In collaboration with the International Air Transport Association (IATA) and using official data from its global database, Henley & Partners has analyzed visa regulations for almost all countries and territories worldwide since 2006.
